I believe that it's not only legally required, but also enforced, though of course that doesn't stop people from not doing it (it also doesn't stop them from riding on the wrong side of the road, not wearing a helmet (also legally required here), or not dismounting if using the pedestrian crossing at traffic lights without a specially marked bicycle crossing). Generally speaking though, those who are serious about cycling normally do have lights. It may be a bit different for people who use their bikes to race, but I mostly know people who cycle to commute and tour, but still use a road bike as it's easy to go faster and smoothly travel long distances.</p>
